فَلَوْلاَ كَانَ مِنَ الْقُرُونِ مِن قَبْلِكُمْ أُوْلُواْ بَقِيَّةٍ يَنْهَوْنَ عَنِ الْفَسَادِ فِي الأَرْضِ إِلاَّ قَلِيلاً مِّمَّنْ أَنجَيْنَا مِنْهُمْ وَاتَّبَعَ الَّذِينَ ظَلَمُواْ مَا أُتْرِفُواْ فِيهِ وَكَانُواْ مُجْرِمِينَ

(11/116) But why were there not among the generations before you the owners of the Reminder [those who have forbidden Al-Munkar (all that Islam has forbidden) and enjoin Al-Ma’rûf (all that Islam has ordained during centuries)], who should have forbidden the making of mischief in the earth, except a few of those whom We delivered from among them? But those who wronged pursued what luxury they were given therein, and they became criminals (guilty).
