وَمَا كَانَ رَبُّكَ مُهْلِكَ الْقُرَى حَتَّى يَبْعَثَ فِي أُمِّهَا رَسُولًا يَتْلُو عَلَيْهِمْ آيَاتِنَا وَمَا كُنَّا مُهْلِكِي الْقُرَى إِلَّا وَأَهْلُهَا ظَالِمُونَ

سورة القصص
(28/59) And your Lord was never a destroyer to the nations and their main city until He raised in a Messenger, reciting to them our Verses. And We were never a destroyer to the nations except when their people were unjust (tyrants).
